Wayne J. Keeley
Director
Children's Advertising Review Unit
Wayne J. Keeley is the Director of CARU and a Vice President of the Council of Better
Business Bureaus. Mr. Keeley joined CARU from the National Advertising Division
(NAD) of the Council of Better Business Bureaus, where he served as the Assistant
Director for Development. During his tenure at NAD, Mr. Keeley authored more than
100 decisions. Before joining NAD in 2000, Mr. Keeley served as general counsel
for two independent video and film-production studios. Mr. Keeley is an award-winning
producer of public service announcements (PSAs) aimed at young people, addressing
such issues as self-esteem, child safety and drug use. He most recently worked with
Olympia Dukakis to produce a PSA on Duchenne muscular dystrophy for the Parent Project
Muscular Dystrophy organization.
Mr. Keeley is a graduate of Fordham College, Bronx, NY; St. John's School of Law,
Jamaica, NY and New York University.
Phyllis B. Spaeth
Associate Director
Children's Advertising Review Unit
Phyllis Spaeth is the Associate Director of the Children's Advertising Review Unit
of the CBBB. She came to CARU after serving for ten years as head of the NYS Attorney
General's Hazardous Products Task Force, where she was responsible for the recall
and redesign of hazardous consumer products, including children's toys and other
products intended for use by children. In addition, her work resulted in child-resistant
closures for mouthwash containing alcohol and for vitamins and other iron-containing
supplements. Ms. Spaeth also worked with the Environmental Protection Bureau of
the Attorney General's office on issues involving the advertising and sale of pesticides.
Over the course of her career at the Attorney General's office, Ms. Spaeth worked
closely with the Food and Drug Administration, the Federal Trade Commission, the
Consumer Product Safety Commission, the Environmental Protection Agency and Attorneys
General nationwide.
A graduate of CCNY and the University of Pennsylvania Law School, Ms. Spaeth began
her legal career as a litigator, serving as a criminal defense attorney for the
Legal Aid Society. During her time at Legal Aid, Ms. Spaeth conducted numerous jury
trials.
Christina “Tina” Poturica-O’Neill, JD
Legal Associate, Senior Advertising Review Specialist
Children's Advertising Review Unit
Tina Poturica joined the Children's Advertising Review Unit (CARU) in 1996. Tina
is responsible for evaluating child-directed advertising in all media, preclearing
advertising in various stages of development, as well as drafting case decisions.
During her tenure at CARU, Tina’s decisions have dealt with a myriad of issues including
responsible advertising practices for mobile marketers, children’s online privacy,
representations of proper portion-size in food advertising, in addition to truthfulness
and accuracy.
In Spring 2008, Tina initiated and implemented CARU’s first Network Seminar which
brought together key television professionals from the world of commercial clearance.
Tina was also excited to review and award CARU’s first Safe Harbor Seal applicant,
Highlightskids.com back in 2003. Since then, Tina has continued to facilitate the
growth and expansion of CARU’s Safe Harbor Program.
In addition to educating the advertising industry on the self-regulatory process
through public speaking at agency and industry conferences, Tina also enjoys mentoring
and training CARU’s legal interns.
Tina has a J.D. from New York Law School and received a B.A. from Barnard College
as well as a NYS Certificate to Teach Elementary Education. Prior to joining CARU,
she worked as an elementary school teacher.
Jay G. Black
Manager, Business Development & Marketing
Children's Advertising Review Unit
Jay G. Black, Manager, Business Development & Marketing, joined the Children’s Advertising
Review Unit in October 1991. Mr. Black is responsible for the research and development
of new business opportunities to achieve financial growth. He markets CARU’s programs
and services globally, including the children’s privacy Safe Harbor program, CARU’s
advertising pre-clearance program as well its other supporter based programs. He
also manages financial support and partner contract negotiations for CARU. He is
the “go-to” resource for members.
Mr. Black is active in corporate outreach, planning advertising conferences, membership
meetings and has presented at speaking engagements and member workshops.
Previously, Mr. Black was an Advertising Review Specialist, where he authored case
decisions, evaluated child-directed advertising, pre-cleared advertising and worked
with well known brands to ensure compliance with CARU’s Guidelines. He also managed
the development and implementation of CARU’s website.
Before joining CARU, Mr. Black spent several years in the New York financial district
as a senior analyst with Shearson Lehman Hutton, as part of their Corporate Real
Estate Division. He managed financial obligations for many regional offices, acted
as a key member of lease re-negotiation efforts and recouped over extended resources.
He also worked for Merrill Lynch Pierce Fenner and Smith as a senior analyst in
their Securities Exchange Division; he managed high volume financial transactions
and was a valued resource for partners and colleagues alike.
Mr. Black graduated with a Master of Arts in Media Studies and Communications and
received certification in Media Management from the New School University. He is
a graduate of Swarthmore College where he received a Bachelor of Arts in Psychology.
Angela Tiffin
Staff Attorney
Children's Advertising Review Unit
Ms. Tiffin joined the Children's Advertising Review Unit as a staff attorney in
June 2006. She is responsible for evaluating child-directed advertising in all media,
working with advertisers to ensure compliance with CARU's Guidelines, and writing
case decisions.
Prior to joining CARU, Ms. Tiffin practiced for five years as a law guardian in
the New York State Family Court representing children of all ages in child protection,
custody and delinquency cases for The Legal Aid Society.
Ms. Tiffin graduated with a B.F.A. from Concordia University in Montreal, Quebec
where she majored in art history. She received her L.L.B. from the University of
Windsor, in Windsor, Ontario.
Prior to her undergraduate studies, Ms. Tiffin worked as a production assistant
in films, photography and television.
Andra Dallas
Staff Attorney
Children's Advertising Review Unit
Andra Dallas joined the Children’s Advertising Review Unit as a staff attorney in
September, 2008. She is responsible for evaluating child-directed advertising online,
on television, in print and other types of media, collaborating with advertisers
to ensure compliance with CARU’s Guidelines, and writing case decisions.
Ms. Dallas is the former Industry Manager of the Advertising & IP Division at the
American Conference Institute (ACI). Her role at ACI included following and tracking
advertising legislation, regulatory developments, and litigation. Ms. Dallas was
responsible for the research and production behind the flagship event in her division,
The Corporate Counsel Forum on Advertising Law. She also oversaw the production
of newer events, such as The Regulatory Summit for Advertisers and Marketers, Regulatory
Kid Watch, and Sweepstakes, Contests & Promotions. Prior to joining ACI, Ms. Dallas
was an associate at Davis & Gilbert LLP. She received her Bachelor’s Degree in Political
Science at St. John’s University and a Juris Doctorate from New York Law School
in 2001.
Katie Berwitt

Children's Advertising Review Unit
Katie Berwitt joined CARU in September 2008. She is responsible for evaluating child-directed
advertising online, on television, in print and other types of media, collaborating
with advertisers to ensure compliance with CARU’s Guidelines, as well as writing
case decisions. Katie also created and updates CARU’s new blog, which keeps CARU’s
supporters informed of CARU’s recent news and developments.
As a law student, Ms. Berwitt interned for a FoxNews where she was responsible for
composing a weekly FoxNews.com column, which interpreted and analyzed current legal
issues. Prior to interning at Fox Ms. Berwitt worked as a legal intern for Weitz,
Kleinick & Weitz, LLP. Ms. Berwitt earned her Bachelor’s Degree in Psychology from
the University of Michigan in 2003, and her Juris Doctorate from The New York Law
School in 2008.
